Demand for VPN services in Pakistan has more than tripled following intensified social media restrictions between November 24-26, coinciding with the opposition Pakistan Tehreek-e-Insaf (PTI) party’s protests. According to Top10VPN, an independent VPN review platform, VPN usage surged by 102% on November 24 and skyrocketed to 253% above average on November 25, as reports emerged of WhatsApp media-sharing disruptions by authorities.

Government Crackdown on Internet Freedom
Pakistani authorities have suspended mobile internet services and blocked several VPNs to curb protests launched by PTI supporters. These demonstrations come amid the imprisonment of former Prime Minister Imran Khan on various charges, including corruption and terrorism, since August 2023.

The Pakistan Telecommunication Authority (PTA) has mandated VPN registration for businesses and freelancers, warning that unregistered VPNs will be blocked nationwide after November 30. Officials claim these measures aim to deter militants, curb anti-state propaganda, and prevent the spread of illegal content.

Digital Rights Groups Raise Concerns
Digital rights activists criticize the crackdown, calling it an attempt to stifle online freedoms. VPN usage in Pakistan has been steadily rising, especially since February 2023, when the government banned X (formerly Twitter). Activists argue that such measures undermine access to vital tools for bypassing censorship during digital crackdowns.

Firewall Implementation Slows Internet Speeds
The government is also working on a nationwide firewall to block malicious content, identify IP addresses associated with anti-state activities, and safeguard government networks. However, the Wireless and Internet Service Providers Association of Pakistan (WISPAP) reports that internet speeds have dropped by 30-40% due to the firewall, negatively affecting users and businesses.

Economic Fallout of Internet Disruptions
The ongoing internet restrictions and VPN crackdown have raised alarms in the business and IT sectors. The Pakistan Business Council (PBC) warned in August that these disruptions are driving multinational companies to relocate, with some already exiting the country.

The Pakistan Software Houses Association (P@SHA) estimates that VPN restrictions and slow internet speeds could cost the IT industry $150 million annually due to operational challenges, potential financial losses, and client distrust. P@SHA Chairman Sajjad Mustafa Syed cautioned that blocking VPNs would disrupt connections with Fortune 500 clients, who demand stringent cybersecurity and data protection measures. He warned that such moves could jeopardize the country’s rapidly growing IT and ITeS exports, projected to exceed $15 billion in the next five years.

Calls for Policy Stability
Industry leaders are urging the government to maintain consistent IT policies and avoid measures that hinder growth. Uninterrupted access to secure internet services, including VPNs, is critical for retaining international clients and sustaining Pakistan’s burgeoning IT exports.
