The upcoming ICC Champions Trophy 2025 is facing significant challenges due to India’s refusal to travel to Pakistan for the tournament. The matter is set to be discussed in an upcoming ICC Board meeting, scheduled for early next week, where the hybrid hosting model will be a central topic of discussion.

PCB Insists on Hosting All Matches in Pakistan
The Pakistan Cricket Board (PCB) has remained firm in its position, insisting that all matches for the Champions Trophy be hosted within Pakistan. In contrast, India has expressed a preference to play its matches in the UAE, citing security concerns. This disagreement has escalated tensions, and the PCB is under increasing pressure to accept the hybrid hosting model. If the PCB refuses, there are growing threats that the entire tournament may be relocated.

Possible Outcomes: Withdrawal or Boycott
If the tournament is moved, the PCB will be left with two options: withdraw from the event entirely or refuse to play against India. Both parties are standing their ground, and the International Cricket Council (ICC) has faced criticism for remaining passive in the situation. As the deadline to finalize the tournament’s schedule approaches, there is increasing anxiety among stakeholders.

India’s Influence at ICC: Jay Shah’s Role
The situation could lean further in India’s favor, as Jay Shah, the Secretary of the Board of Control for Cricket in India (BCCI), is set to assume a leadership role in the ICC early next month. Shah has already been active in Dubai, reportedly lobbying for support. Sources indicate that the ICC may be inclined to favor India, driven by financial interests, which could further skew the balance of power in the ongoing dispute.

PCB’s Lobbying Efforts and Potential Legal Action
In response, PCB officials have initiated lobbying efforts to garner support from other cricket boards. Recent meetings with the England Cricket Board highlight the PCB’s commitment to rallying international support. Should the decision not go in Pakistan’s favor, the PCB is prepared to consider legal action. Furthermore, broadcasters, who stand to lose revenue from the highly anticipated India-Pakistan matches, may also take legal action against the ICC if Pakistan refuses to play against India.

The PCB has invested heavily in preparing for the tournament, spending around 13 billion PKR on stadium renovations. Reports suggest that efforts may be made to offset the PCB’s financial losses if they are persuaded to accept the hybrid model.

ICC Board’s Composition and Ongoing Discussions
The ICC Board, comprising 17 members, including Chairman Greg Barclay, representatives from Pakistan, India, Australia, England, and other cricketing nations, will deliberate on these pressing matters. Key individuals involved in the discussions include Jay Shah from India, Mohsin Naqvi from Pakistan, and other influential board members. Despite these ongoing negotiations, PCB sources have indicated that they have not received any official notification about the upcoming meeting.

BCCI and PCB’s Bilateral Discussions
In addition to the ICC meeting, BCCI Secretary Jay Shah is expected to have a phone conversation with PCB Chairman Mohsin Naqvi to address the uncertainties surrounding the ICC Champions Trophy 2025. This conversation, according to media reports, will focus on resolving the disagreement over the tournament’s format and scheduling. Shah is also expected to meet with ICC officials during his visit to Dubai, with hopes of finding a mutually agreeable solution.

Concerns Over Broadcast Revenue and Legal Risks
The delay in finalizing the tournament schedule is largely attributed to PCB’s opposition to the hybrid model and its warning that Pakistan may boycott India’s matches if the Indian team refuses to travel to Pakistan. Broadcasters, who have invested in high-profile India-Pakistan matches, are growing concerned about potential legal action. These matches, which generate the highest viewership and revenue, are vital for the success of the tournament. Sources suggest that the schedule could be finalized soon if all parties demonstrate flexibility.

ICC’s Efforts to Resolve the Crisis
As the ICC works towards resolving the issue, the stakes are high, and the timeline is tight. The situation is expected to come to a head before Jay Shah takes over as ICC Chairman on December 1, and stakeholders are hopeful for a resolution that ensures the tournament proceeds smoothly.
