Canada has mandated the dissolution of TikTok’s operations within the country, citing national security concerns, but clarified that the app itself would not be banned. Canadians will still be able to use TikTok and create content on the platform.

Government Action in Response to National Security Risks

Francois-Philippe Champagne, Canada’s Innovation Minister, stated that the government was addressing specific security risks linked to ByteDance Ltd’s presence in Canada, which operates TikTok. This move involves the establishment of a new entity, TikTok Technology Canada Inc., to manage operations.

Investigation and National Security Review

Canada’s review of TikTok’s expansion plans began last year, with a focus on the potential national security risks posed by the company’s Chinese parent, ByteDance. Under Canadian law, the government has the authority to assess foreign investments for any threats to national security, but the specifics of these evaluations are kept confidential.

“The decision was made based on information gathered during the review, as well as the counsel of Canada’s intelligence and security agencies,” Champagne explained.

TikTok to Challenge the Order

In response, TikTok announced it would contest the order in court. A spokesperson for the company argued that the shutdown would result in the loss of numerous local jobs, calling the move detrimental to both TikTok and the Canadian workforce.

TikTok Ban on Government Devices

In addition to ordering the dissolution of TikTok’s business in Canada, the Canadian government had already banned the app from all government-issued devices, citing privacy and security concerns.

Global Backlash and Legal Challenges

TikTok and its parent company, ByteDance, are also embroiled in a legal battle in the U.S. Earlier this year, they filed a lawsuit seeking to block a U.S. law that requires ByteDance to divest TikTok or face a ban by January 2024. This follows the Biden administration’s push for the app’s Chinese ownership to be ended due to national security risks, while stopping short of calling for a complete ban of the platform.
