Relentless rainfall and sudden flash floods overwhelmed parts of Northern California, submerging streets, trapping vehicles and triggering multiple water rescues, as officials confirmed at least one death on Monday.

In Redding, a city at the northern end of California’s Central Valley, a motorist died after becoming trapped inside a vehicle that rapidly filled with floodwater. According to Mayor Mike Littau, the victim managed to call emergency services while still inside the car. Law enforcement agencies said they were flooded with distress calls from drivers stranded on waterlogged roads.

Mayor Littau stated that a Redding police officer swam through the floodwaters, smashed the car windows and pulled the victim out. CPR was administered immediately, but the person could not be saved.

The National Weather Service reported that between three and six inches of rain fell across the Redding area from Saturday through late Sunday night, overwhelming drainage systems and low-lying neighborhoods.

While rainfall weakened slightly on Monday, scattered showers continued and several streets remained flooded. Municipal crews worked to clear debris and remove abandoned vehicles. Residents were left assessing the damage. Local resident Dekoda Cruz waded through knee-deep muddy water to check on a friend’s tire business, where floodwaters had scattered office furniture and left tires floating across the floor.

City officials warned that conditions could worsen. Redding’s mayor urged residents to remain alert as more severe weather is expected in the coming days. To help residents prepare, the city began distributing sandbags ahead of the next round of storms.

Forecasters say a series of atmospheric rivers is expected to move across Northern California throughout Christmas week, bringing persistent rainfall. Much of the Sacramento Valley and surrounding regions remains under a flood watch through Friday.

An atmospheric river is a long, narrow stream of moisture that forms over the ocean and transports water vapor from the tropics to higher latitudes, often resulting in heavy rain when it makes landfall.

Meteorologists warned that the storm system could intensify by midweek, raising the risk of mudslides, rockslides and swollen creeks. In the Sierra Nevada, snowfall could reach up to six feet in some areas, while wind gusts at higher elevations may reach 55 miles per hour by Wednesday. The National Weather Service warned that travel through mountain passes on Christmas Day could be extremely difficult or nearly impossible.

Southern California is also preparing for a wet holiday period. Some areas of Ventura County are forecast to receive as much as eleven inches of rain by Saturday. Parts of Los Angeles, including neighborhoods with burn scars from the deadly Palisades fire, will be placed under evacuation warnings starting Tuesday.

Weather officials are urging residents to make alternative travel plans and stay informed as hazardous conditions continue to threaten holiday travel.

Earlier this month, a powerful atmospheric river dumped nearly five trillion gallons of rain across Washington state within a week, pushing rivers toward record flood levels. Meteorologists said that event was intensified by unusually warm air and complex weather patterns linked to a tropical cyclone that originated near Indonesia.
