A federal judge in Washington, D.C., has extended a temporary restraining order preventing the Trump administration from implementing a plan to freeze federal funds, warning that the move could have severe consequences for Americans who rely on government programs.

“Each day that the pause continues to ripple across the country is an additional day that Americans are being denied access to programs that heal them, house them, and feed them,” Judge Loren AliKhan wrote in her ruling .

AliKhan emphasized that reviewing federal programs to determine eligibility for funding should not come at the cost of millions losing access to essential resources. She ordered the Trump administration to submit a report by Friday detailing how it has complied with her previous directive to halt the freeze.

Judge Issues Temporary Restraining Order (TRO)

In her ruling, AliKhan granted a temporary restraining order (TRO) against the OMB and denied the administration’s request to dismiss the case. She ruled that the funding freeze appeared to be “arbitrary and capricious,” stating that the administration had failed to provide a rational justification for its sudden halt on financial assistance.

AliKhan emphasized the real and immediate harm caused by the freeze, warning that organizations relying on federal funds faced “existential injuries.” She stated, “Each day that the pause continues to ripple across the country is an additional day that Americans are being denied access to programs that heal them, house them, and feed them.”

Evidence Suggests Agencies Still Blocking Funds

Despite the OMB rescinding the initial memo that ordered the freeze, the court found evidence that federal agencies were still withholding funds. AliKhan criticized the administration’s approach, stating, “Destroying the paper trail of allegedly illegal activity means nothing if the activity persists.”

Broader Legal and Political Implications

The case is part of a broader legal battle over the administration’s efforts to restrict funding for initiatives such as diversity, equity, and inclusion programs, environmental projects, and foreign aid. Critics argue that these actions exceed executive authority and undermine congressional control over federal spending.

A separate ruling from a Rhode Island judge last week also temporarily blocked the funding freeze following a lawsuit from nearly two dozen Democratic-led states. They argued that the president does not have the authority to unilaterally halt congressional spending.

Mixed Messages from Trump Administration

While Trump officials insisted that essential programs like Medicare, Social Security, student loans, and food stamps would remain unaffected, they provided conflicting statements regarding the full scope of the freeze. The judge has now ordered the administration to inform all federal agencies of the TRO and immediately release any withheld funds.

This ruling marks another setback for the administration’s broader agenda, which includes scaling back diversity programs, environmental protections, and initiatives supporting marginalized communities. The case is expected to continue in court as both sides prepare for a legal showdown over the limits of executive power in federal spending.
