The Islamabad Traffic Police are investigating allegations of issuing a driving license to a blind person, according to a traffic police spokesperson on Sunday. This follows a sting operation by ARY News’ Sar-e-Aam show, led by journalist Iqrarul Hassan.

The investigation revealed that driving licenses were being issued in Islamabad without mandatory theoretical tests, driving tests, or medical examinations. Instead, bribes facilitated the process, raising grave public safety concerns on the capital’s roads.

How the Scandal Unfolded

The Sar-e-Aam team, with the help of an agent, approached an Islamabad traffic police official who assured them that a driving license could be issued without the required tests or medical clearance. The team paid Rs30,000 ($107), and someone else underwent the medical test on behalf of the blind applicant, successfully securing the license.

Police Response and Ongoing Investigation

“The incident is under investigation, and strict action will be taken against those involved, including Muhammad Talha, the officer seen in the video,” said traffic police spokesperson Nafees Iqbal.

Preliminary findings suggest the applicant may not be entirely blind, contrary to media claims. The spokesperson also confirmed that the investigation would be completed within two days, and findings would be shared with the media.

Curbing Corruption and Safeguarding Public Trust

The spokesperson emphasized the importance of maintaining the integrity of the Islamabad Traffic Police and outlined measures to combat corruption:

  • Strict action against agent mafias acting as intermediaries in such cases.
  • Improved public facilitation through model police service centers for driving license issuance.
  • Further steps based on the inquiry team’s recommendations.

Corruption in Pakistan’s Public Sector

Corruption remains a significant issue in Pakistan. The country ranked 133rd out of 180 nations in Transparency International’s 2023 Corruption Perceptions Index. The National Corruption Perceptions Survey 2023 identified the police department as the most corrupt institution, followed by tendering and contracting, with the judiciary ranked third.

This scandal highlights the urgent need for systemic reforms to restore public trust and ensure accountability in public sector operations.
